Os governos de Fernando Henrique Cardoso são considerados responsáveis por uma forte redução do Estado através de políticas de contenção dos gastos públicos, as quais atingiram também as Forças Armadas. Inversamente, os governos de Lula da Silva apresentaram um discurso desenvolvimentista, que, supostamente, favoreceu o investimento nas Forças Armadas, invertendo as tendências das gestões anteriores. O artigo faz, a partir da leitura de dois textos do cientista político João Roberto Martins Filho e de dados estatísticos da SEORI, a análise crítica (...) e comparativa entre os governos citados em relação aos investimentos – e somente em relação aos investimentos – em Defesa Nacional, na manutenção e modernização das Forças Armadas. O artigo procura analisar o tema da espiritualidade diante de eventos catastróficos, investigando como a educação pode contribuir para a reconstrução das mazelas provocadas por tais episódios. Na formação docente é importante levar em conta a consolidação da normatividade e a expressividade do sentido como meio de compreender como os traumas e catástrofes tomaram-se parte do nosso cotidiano. Eles vêm ocupar um lugar vazio de sentido, pois as pessoas só se sensibilizam diante de imagens chocantes. A discussão gira em torno (...) do pensamento de Viktor Frankl, especialmente a partir de sua obra “A Presença Ignorada de Deus”, prevendo a contribuição da espiritualidade para a discussão do tema na perspectiva hermenêutica. O dilema situa-se em uma educação que permanece na reprodução de modelos ou uma educação que desperta os educandos para visualizarem novos horizontes, permitindo que novos saberes aconteçam nos ambientes escolares, entre eles a espiritualidade que auxilia em “saber expressar” e “saber prevenir”, ou saber priorizar o sentido do humano em todas as ações. Nesse caso, a educação pode colaborar na discussão sobre a relação da espiritualidade com as catástrofes, oportunizando a compreensão da realidade espiritual através da hermenêutica e, assim, as possibilidades de tratamento do tema de forma a não separar os sujeitos dos acontecimentos que os condicionam a agir daquela forma. Nessa perspectiva, a educação tem seu potencial humanizador reforçado, ao tecer entrecruzamentos entre a educação e a Logoterapia, discutindo o tema numa dimensão emancipadora. Assim, a espiritualidade na educação tem como pretensão dissipar o frio existencial, fazer derreter o inverno gélido do coração do homem contemporâneo nas suas relações pessoais e comunitárias. A espiritualidade amplia a discussão na dimensão acadêmica, para que esta venha a criar dispositivos que contribuam para a formação integral do ser humano. Palavras-chave: Espiritualidade. Educação. As muitas verdades sobre a infância de nosso tempo, das mais catedráticas às mais “inovadoras”, encontram-se compiladas em livros e artigos dentro e fora de nossas bibliotecas. Grosso modo, elas constroem dois tipos de niilismo. Um niilismo de tipo universalista, que suga a criança para fora da imanência da vida e da histórica e a torna refém de estereótipos universais. Outro niilismo de tipo relativista, que esquece a criança e apenas acusa os estudos da infância como mera invenção. Evitar esses (...) extremos requer uma espécie de arte acrobática de equilibrar-se na possibilidade de um entre. Essa via busca retomar a imanência histórica da criança. Trata-se de uma pesquisa em busca da potencialização da ideia de invenção cuja atitude crítica implicasse não a pergunta pelo governo certo ou pela ausência de governo da infância, mas como não a governar assim, por essas pessoas, em nome destes princípios, em vista de tais objetivos e por meio de tais procedimentos. We address current needs for neogenomics-based theoretical and computational approaches for several neuroscience research fields, from investigations of heritability properties, passing by investigations of spatiotemporal dynamics in the neuromodulatory microcircuits involved in perceptual learning and attentional shifts, to the application of genetic algorithms to create robots exhibiting ongoing emergence.

A pesquisa foi desenvolvida considerando-se o debate sobre a especificidade da Pós-Graduação Profissional no âmbito da área Ciências da Religião e Teologia, da Capes, órgão que no Ministério da Educação brasileiro acompanha e avalia o Sistema Nacional de Pós-Graduação. O objetivo principal das análises feitas foi construir um panorama de questões em torno do trabalho realizado pelos cursos de mestrados profissionais, incluindo os resultados por eles alcançados, somado a um elenco de aspectos que têm sido identificados como desafiadores para o (...) aprofundamento e aprimoramento dessas práticas bem como as perspectivas que se abrem para essa modalidade de Pós-Graduação no Brasil. Metodologicamente, agrupamos a análise dos dados em dois momentos. O primeiro apresenta, em síntese, um histórico da Pós-Graduação Profissional na área Ciências da Religião e Teologia, com destaque para o conjunto de motivações e objetivos que levaram o Ministério da Educação e a CAPES a implementarem a modalidade de Programas Profissionais no país. Em especial, a reflexão se concentra na visão de uma prática profissional centrada em procedimentos e processos aplicados, visando a solução de problemas que emergem da realidade social. O segundo momento destaca aspectos conceituais sobre a importância da pesquisa aplicada, em especial a tarefa de decolonização a ser desenvolvida no meio acadêmico, a contribuição das áreas e subáreas da Árvore do Conhecimento, especialmente a “Ciência da Religião Aplicada” e a “Teologia Prática”, o valor da produção técnica e a especificidade dos Trabalhos de Conclusão de Curso para a Pós-Graduação Profissional, as potencialidades e limites da estrutura modular para o oferecimento dos créditos curriculares e o perfil do egresso nesta modalidade. Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. La philosophic politique contemporaine est traversee par la question (ou le defi) du pluralisme. Parmi les theories les plus influentes, qui prennent ce probleme comme point de depart d'une reflexion normative sur la vie politique, on peut compter Celles de Habermas et de Rawls. La theorie discursive et le liberalisme politique, en effet, expriment d'une fagon similaire la question ä laquelle doit repondre toute theorie politique dans le cadre des societes modernes: comment l'existence d'une societe juste et libre est-elle possible (...) sous les conditions d'un desaccord profond et permanent entre les doctrines comprehensives ou les visions du monde qui la composent? Meme si leurs reponses au defi du pluralisme divergent ä des points importants, Habermas et Rawls partagent aussi l'idee selon laquelle la legitimite d'une conception de la justice politique depend des raisons qui peuvent etre justifiees independamment du contenu normatif propre des doctrines comprehensives ou des visions du monde. Je pense que l'idee rawlsienne de la raison publique, au moins dans sa derniere etape de developpement, permet d'envisager une nouvelle reponse ä la critique habermassienne, dans la mesure oü le consensus par recoupement n'est pas simplement une convergence heureuse qui survient par hasard, mais au contraire ne peut jouer un role approprie dans la justification politique que s'il contribue ä la stabilite sociale pour des raisons correctes. La conception politique de la justice chez Rawls partage l'idee d'une democratic deliberative organisee autour d'un ideal de justification politique dont l'aspect central est le raisonnement public des citoyens. Cette justification politique ne saurait etre interpretee comme une accommodation pure et simple des doctrines comprehensives divergentes. Elle implique l'idee d'une acceptability rationnelle fondee sur le principe liberal de legitimite. Une telle interpretation nous montre que le liberalisme politique est plus proche de la theorie discursive que ces deux penseurs, pour des raisons differentes, seraient susceptibles d'admettre. The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. Studying the origin of semiosis is a task obscured by terminological and metaphysical issues which create an ambiguous set of definitions for biosemiotics when referring to the concept of emergence. The question is, how emergent can semiosis be? And what are the conditions for semiosis to be an emergent of a certain type? This paper will attempt to briefly deal with the general terminology of emergence from a philosophical point of view and will discuss the characterization of semiosis as an (...) emergent phenomenon based on the distinctions made by Bedau, Kim and Chalmers. Accordingly, we will consider the possibility of strong and weak emergence in an attempt to bring some clarity to what it means for something in biosemiotics to be an emergent and how the philosophical concepts play out when applied to biosemiotic research. In inquiring into the metaphysical status of semiosis, we change our semiotic theories to correspond to the assumptions contained in the elementary objects of our theories. This being the case, the way semiosis–the constitutive element that it is for semiotics–is taken to be with regards to its possible ontology, will conduct to different research objects for the long-term investigation of its origins and necessary conditions. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities. On many currently live interpretations, quantum mechanics violates the classical supposition of value definiteness, according to which the properties of a given particle or system have precise values at all times. Here we consider whether either metaphysical supervaluationist or determinable-based approaches to metaphysical indeterminacy can accommodate quantum metaphysical indeterminacy (QMI). We start by discussing the standard theoretical indicator of QMI, and distinguishing three seemingly different sources of QMI (S1). We then show that previous arguments for the conclusion that metaphysical supervaluationism (...) cannot accommodate QMI, due to Darby 2010 and Skow 2010, are unsuccessful, in leaving open several supervaluationist responses. We go on to provide more comprehensive argumentation for the negative conclusion. Here, among other results, we establish that the problems for supervaluationism extend far beyond the concern that is the focus of Darby's and Skow's discussions (according to which a supervaluationist approach is incompatible with the orthodox interpretation, in light of the Kochen-Specker theorem) to also attach to common understandings of other interpretations on which there is QMI (S2). We then argue that a determinable-based account can successfully accommodate all three varieties of QMI (S3). We close by observing the positive mutual bearing of our results on the coherence and intelligibility of both quantum mechanics and metaphysical indeterminacy (S4). (shrink)

Those of us who have followed Fred Dretske's lead with regard to epistemic closure and its impact on skepticism have been half-wrong for the last four decades. But those who have opposed our Dretskean stance, contextualists in particular, have been just wrong. We have been half-right. Dretske rightly claimed that epistemic status is not closed under logical implication. Unlike the Dretskean cases, the new counterexamples to closure offered here render every form of contextualist pro-closure maneuvering useless. But there is a (...) way of going wrong under Dretske's lead. As the paper argues, Cartesian skepticism thrives on closure failure in a way that is yet to be acknowledged in the literature. The skeptic can make do with principles which are weaker than the familiar closure principles. But I will further claim that this is only a momentary reprieve for the skeptic. As it turns out, one of the weaker principles on which a skeptical modus tollens must rest can be shown false. (shrink)

This commentary draws upon the author's experience in bioethics and as a physician, ordained Rabbi, and certified Mohel (a Jewish professional qualified to perform infant male circumcisions (MC)). People's identity and adherence to a religious belief are frequently cited reasons for deciding whether to circumcise their male children. For Jewish and Muslim males, circumcision is considered essential. In this commentary, the author uses his medical, religious, and bioethical knowledge, expertise, and experience to address common arguments used in opposing nontherapeutic male (...) circumcision of minors. In these narratives, half of the parents agreed with circumcision, and half did not. The parents against circumcision cite human rights violations, security, privacy, and bodily integrity issues and refer to circumcision as genital mutilation, while those who agree argue that circumcision should be done for religious reasons to prevent health issues, promote hygiene and cleanness, avoid cancer, or for later sexual enjoyment. After evaluating the evidence, the author states that parents should be free to either consent or decline MC for a son. Though a reoccurring theme in these narratives was for mothers to leave the circumcision decision up to their male partners, the author concludes that women have considerable power regarding the decision. We prove that the equivalence relation induced in ω by a positive precomplete numeration is complete with respect to this reducibility (and, moreover, a "uniformity property" holds). This (...) result allows us to state a classification theorem for positive equivalence relations (Theorem 2). We show that there exist nonisomorphic positive equivalence relations which are complete with respect to the above reducibility; in particular, we discuss the provable equivalence of a strong enough theory: this relation is complete with respect to reducibility but it does not correspond to a precomplete numeration. From this fact we deduce that an equivalence relation on ω can be strongly represented by a formula (see Definition 8) iff it is positive. At last, we interpret the situation from a topological point of view. Among other things, we generalize a result of Visser by showing that the topological space corresponding to a partition in e.i. sets is irreducible and we prove that the set of equivalence classes of true sentences is dense in the Lindenbaum algebra of the theory. This paper explores quantum indeterminacy, as it is operative in the failure of value‐definiteness for quantum observables. It first addresses questions about its existence, its nature, and its relations to extant quantum interpretations. Then, it provides a critical discussions of the main accounts of quantum indeterminacy.

This paper seeks to analyze the construction of ethics in sexuality research in which qualitative methods are employed in the field of social sciences. Analyses are based on a bibliographic review of current discussions on research methods of queer theory and on the authors' own experiences of past research on sexuality. The article offers a theoretical perspective on the ways ethnography and in‐depth interviews become methods that can rely on a consensual method and create a politics of intimacy between the (...) researchers and research participants. The politics of intimacy may contribute to the production of a politically engaged knowledge while escaping from the moral matrix that usually governs the relationship between researchers and research participants. It is argued here that the researcher's sexed and gendered body matters for fieldwork; that the consensual method among participants may be employed in sexuality research as a fruitful tool; and that the relationships created among researchers and participants can pose a challenge to predetermined ethical guidelines in research. As a result, discussions problematize the existence of a politics of intimacy in sexuality research that is characterized by ethical relations among research participants. (shrink)

In Calosi and Wilson (Phil Studies 2019/2018), we argue that on many interpretations of quantum mechanics (QM), there is quantum mechanical indeterminacy (QMI), and that a determinable-based account of metaphysical indeterminacy (MI), as per Wilson 2013 and 2016, properly accommodates the full range of cases of QMI. Here we argue that this approach is superior to other treatments of QMI on offer, both realistic and deflationary, in providing the basis for an intelligible explanation of the interference patterns in the double-slit (...) experiment. We start with a brief overview of the motivations for QMI and for a determinable-based account of MI (§1). We then apply a developed 'glutty' implementation of determinable-based QMI to the superposition-based QMI present in the double-slit experiment, and positively compare the associated explanation of double-slit interference with that available on a metaphysical supervaluationist account of QMI (§2). We then present and respond to objections, due to Glick (2017) and Torza (2017), either to QMI (§3) or to our specific account of QMI (§4); in these sections we also positively compare our treatment of double-slit interference to that available on Glick's deflationary treatment of QMI. Este artigo mostra que a crítica foucaultiana do humanismo é antes de mais nada uma autocrítica tornada possível pela descoberta de Foucault de que há um vínculo estreito entre as ciências humanas e experiências humanas negativas. A radicalização do negativo conduz Foucault à idéia de uma experiência sem sujeito e põe fim ao seu projeto original de tipo fundacionista, bem como a todo solo sobre o qual o humano pudesse se assentar. Para isso, Foucault teve que superar os sortilégios da (...) dialética, verdadeira matriz de todos os humanismos, e seu interminável jogo do "mesmo" e do "outro".This article argues that Foucault's criticism of Humanism is before all a self-criticism that became possible by Foucault's discovery of a tight link between Human Sciences and human negatives experiences. The radicalization of negative leads Foucault to a subjectless experience and brings his original foundational project to an end, as well as all surface on which human being can settle. Therefore, Foucault had to overcome dialectic plots, the true origin of all Humanisms, and its endless game of "self" and "other". (shrink)

In this paper I wish to add a small pinch of skepticism to an otherwise productive point of view. Briefly, the question to be asked is: Is there any proper and fair connection between the logical abstraction of signs, genetic expressions interpreted as signs and the animal usage of (...) signs? And how do we go about answering this? Instead of attempting a negative account of the possibility of an evolutionary view of biosemiosis, I will attempt to make an argument in favor of skepticism as a way to make a more fine-grained distinction across the areas where biosemiotic thinking seems to have some impact. The aim is then to find philosophical strategies to overcome this skepticism when possible, while also raising some awareness about the possible limits of current biosemiotics regarding the ideal evolutionary chain of signs. Ultimately, the idea is reexamining some core assumptions of the biosemiotic point of view at its most general, accounting for some possible ways in which theory may move forward. The potential incompatibility of theoretical standpoints between some of the different approaches that may be taken is, it will be argued, a desirable outcome for biosemiotic research. That is, the way we deal with the possible theories on the evolutionary continuity of signs will also affect our different research programs, and having a nuanced philosophical discussion on it can only contribute to the expansion and clarification of where different positions within biosemiotics currently stand. Instead of attempting a negative account of the possibility of an evolutionary view of biosemiosis, I will attempt to make an argument in favor of skepticism as a way to make a more fine-grained distinction across the areas where biosemiotic thinking seems to have some impact. The aim is then to find philosophical strategies to overcome this skepticism when possible, while also raising some awareness about the possible limits of current biosemiotics regarding the ideal evolutionary chain of signs. Ultimately, the idea is reexamining some core assumptions of the biosemiotic point of view at its most general, accounting for some possible ways in which theory may move forward. The potential incompatibility of theoretical standpoints between some of the different approaches that may be taken is, it will be argued, a desirable outcome for biosemiotic research. That is, the way we deal with the possible theories on the evolutionary continuity of signs will also affect our different research programs, and having a nuanced philosophical discussion on it can only contribute to the expansion and clarification of where different positions within biosemiotics currently stand. Emergence can be described as a relationship between entities at different levels of organization, that looks especially puzzling at the transitions between the major levels of matter, life, cognition and culture. Indeed, each major level is dependent on the lower one not just for its constituents, but in some more formal way. A passage by François Jacob suggests that all such evolutionary transitions are associated with the appearance of some form of memory–genetic, neural or linguistic respectively. This implies that they (...) have an informational nature. Based on this idea, we propose a general model of informational systems understood as combinations of modules taken from a limited inventory. Some informational systems are “semantic” models, that is reproduce features of their environment. Among these, some are also “informed”, that is have a pattern derived from a memory subsystem. The levels and components of informed systems can be listed to provide a general framework for knowledge organization, of relevance in both philosophical ontology and applied information services.
